The game switches you between underground and aboveground views based on how high the elevation is but there are a few negative elevations where the road isn't always a tunnel (slightly sunken into the ground) but the game thinks you are building a tunnel. 2

I built several underground stations but I can only build tracks above ground. These is no "tunnel" icon under the metro tab.
